Document Description
The eroded slopes will be excavated in steps at least 0.5' beyond the damaged area to assure proper boding with the new backfill material. The waterside levee slope will be reconstructed to a 3(H):1(V) slope. The damaged slope will be restored with compacted impervious fill. The reconstructed slope and all disturbed areas will be seeded with native grasses to prevent further erosion. Willow pole cuttings will be planted the length of the disturbed area.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary to (1) to maintain the levee system which is essential to protecting public health, safety, and welfare and (2) to prevent an emergency from a catastrophic levee failture.
