Document Description
The purpose of the proposed project is to upgrade an existing Personal Alarm Locating System in existing buildings 7 through 19 and associated modular buildings located within the existing Secure Treatment Program Facility at the Porterville Developmental Center. The project will also expand coverage of the PALS to outdoor areas in the STP and will be compatible with the 96-bed Expansion and Recreation Complex System which is currently under construction and scheduled to be completed in June 2008.

Reasons for Exemption
The project does not involve and would not result in an expansion of intensification of use at the Porterville Developmental Center. Consultation has been conducted with the State Office of Historic Preservation (SHPO). SHPO concurs that the plans for installation of a PALS in these existing buildings would not result in an adverse effect on historical buildings.
