The proposed project involves: (1) a proposed amendment to the City of Fillmore General Plan that would change the level of service (LOS) standard from D to E at the intersection of State Route (SR) 126 and A Street; and (2) proposed amendments to conditions of approval and mitigation measures approved for the SR 126/A Street intersection as part of the Fillmore Business Park Master Plan Final Environmental Impact Report (FEIR). The proposed modifications to the Fillmore Business Park Master Plan conditions of approval and mitigation measures would require developers within the Business Park to pay applicable development impact fees rather than actually constructing needed improvements.
