A specific plan amendment to modify the provision regulating the central 77 acres of the Downey Landing Specific Plan to allow for the development of the 1,516,000 sq ft Tierra Luna Marketplace, a mixed-use project consisting of 1,100,000 sq ft of retail floor space, 300,000 sq ft of office floor area and a 116,000 sq ft, 150-room hotel. Three other applications filed in connection with the development include Tentative Parcel Map No. 71543, a request to divide the easterly 20 acres into four parcels, Tentative Tract Map No. 71544, a request to re-subdivide the westerly 57 acres into 16 lots, and a development agreement between the City and the applicant.
