Document Description
The Metropolitan Water District of Southern California (Metropolitan) proposes to enter into four agreements to improve Metropolitan's access to Colorado River water. The four agreements are the Lower Colorado River Basin Intentionally Created Surplus Forbearance Agreement, the Delivery Agreement with the Secretary of the Interior, the California Agreement for the Creation and Delivery of Extraordinary Conservation Intentionally Created Surplus, and the Memorandum of Agreement between Metropolitan and San Diego County Water Authority.

Reasons for Exemption
The proposed actions consist of agreements that would allow Metropolitan to create surplus supplies of Colorado River water for retention in Lake Mead and future delivery to Metropolitan. As Lake Mead is located outside California, and Reclamation has completed an environmental impact statement pursuant to the National Environmental Policy Act of 1969, the accumulation of surplus water supplies in Lake Mead for the benefit of Metropolitan is exempt from CEQA. The proposed actions do not include the implementation of any particular project that would create surplus supplies and any such project that may require project-specific CEQA Guidelines. In addition, the proposed actions consist of operation of Metropolitan's existing facilities involving no expansion of their use beyond that currently existing.
