Reasons for Exemption
It is exempt because the Trustees have determined that a Minor Master Plan Revision is not a discretionary project but rather a ministerial action delegated to the Vice Chancellor of CPDC. In addition, this minor revision and construction of the projects meet the general rule for a "common sense exemption" in that "it can be seen with certainty, that there is no possibility that the activity in question may have significant effect on the environment."
