The proposed project (project) to be analyzed for environmental effects includes: A Specific Plan for a mixed-use development over +/- 452 acres. The applications include: 1) an Annexation of 455 acres of land to the City of Grass Valley; 2) a General Plan Amendment; 3) Prezoning; and 4) a Specific Plan. The project proposes 700-residential dwelling units; 286,000-sf of retail, office and commercial uses; 160,000-sf of light industrial and business park uses; 120,000 sf of residential/office mixed-use; and +304 acres of parkland, open space, organic farm land, and trails connecting the various areas.
