Land use in the vicinity of the project location is generally farmland with a few single-family residences spaced along the alignment. Property adjacent to the subject road segment is designated for Agriculture in the General Plan.
Document Description
The proposed project would reconstruct a 2-mile stretch of Manning Avenue from Crawford Avenue to Hill Avenue, east of the City of Reedley in Fresno County. Manning Avenue within these limits is an undivided 2-lane roadway with existing 12-foot travel lanes and 4 to 8-foot wide native soil shoulder on either side. Manning Avenue between these limits does not meet current standards and is showing signs of distress such as alligator, block, longitudinal, and transverse cracking. The proposed project consists of reconstructing the existing roadway to a standard width of two 12-foot travel lanes with a 4-foot wide paved shoulder and a 4-foot wide treated aggregate base shoulder added to each side to reduce the amount of particulate matter generated by traffic. The project will retain its existing alignment, on section line, and approximate grade. Work may also include replacing the existing box culvert at Smith Mountain Ditch, including the installation of approach railings and the realignment of existing access roads.
