Document Description
CDFW has executed Lake and Streambed Alteration Agreement No. 1600-2017-0032-R2, pursuant to section 1602 of the Fish and Game Code to the project Applicant, John Mourier Construction. Project is limited to twelve sub-projects associated with the construction of the Villages at Sierra Vista, a proposed residential development within the Sierra Vista Specific Plan. The project consists of the following sub-projects: 1) CFD 1A Outfall Swale Connection: A vegetated swale will be constructed to convey flows from the outfall discharge point to Curry Creek. It will be excavated with backhoe. Turf reinforcement matting will be installed and upland and lowland/wetland seed mixes will be placed as specified on exhibits 10B2 as 10D2. This outfall and swale will slow the flows discharged from the outfall and the vegetation will treat the water before it enters Curry Creek. All drain pipes and outfall swales have been designed per the City of Roseville Improvement Standards and the Standard Drawings and specifications. The outfall pipe is a 54" Reinforced Concrete Pipe (RCP). The pipe trench and structure footings will be excavated with a backhoe, the pipe will be installed and backfilled, concrete for the structure and access road will be placed by a pumper truck located on Lot 22, outside of the open space area. 2. CFD 2A Outfall Access Road: The access road for Outfall CFD 2A will be graded with a blade and the concrete will be placed with a pumper truck located outside of the open space area. 3. CFD 2AOutfall Swale Connection: A vegetated swale will be constructed to convey flows from the outfall discharge point to Curry Creek. It will be constructed in the same way as Sub-Project 1. 4. CFD 1A and CFD 5A - Upland Drive Utilities, Drain Outfall, Arch culvert, and Road: The utilities include a 12" ductile iron water main, 8" ductile iron reclaimed water main, and 10" ductile iron sewer main. The drain is a 54" RCP. The pipe will be excavated, installed and backfilled with a backhoe and loader. Concrete for the outfall structure and access road will be placed by a pumper truck located on Lot 21, outside of the open space area. Work will be conducted in the summer when Curry Creek flows are at their lowest levels. The associated swale is project 3. The arch culvert will be installed to extend Upland Drive south of Curry Creek. The arch culvert will be pre-fabricated metal plate which will be placed on concrete footings and will straddle the natural Curry Creek channel bottom. Construction will occur during the dry season. The footings for the headwall and arch will be excavated with a backhoe and concrete will be placed by a pumper truck located outside of the open space area. The culvert sections will be placed with a backhoe or crane. 5. CFD 1 E -Wetland Creation Area 1: Wetland Creation Area 1 will be an approx.. 1.305 acre created wetland. To seed the wetlands, the first 4-6" of top soil from the impacted wetlands (outside the primary open space) will be salvaged and stockpiled. The wetland basins will then be excavated and graded several inches below design depth. The salvaged topsoil will be placed evenly between the wetland basins. Connections to Curry Creek will be constructed by laying back a portion of the bank to allow water to enter the constructed wetlands. Connections will be armored with animal friendly erosion control blankets and hydro-seed. Once grading is completed, the slopes of the wetlands will be hydoseeded with a mixture of upland and wetland grasses and forbs. Wetland Creation Areas 2 through 6 will be created in the same way. 6. CFD 1E-Wetland Creation Area 2: approx. 0.297 acres. 7. CFD 1E-Wetland Creation Area 3: approx.. 0.214 acres. 8. CFD 1E- Wetland Creation Area 4: approx. 0.960 acres. 9. CFD 1E-Wetland Creation Area 5: Approx. 0.699 acres. 10. CFD 1E-Wetland Creation Area 6: Approx. 0.372 acres 11. CFD 1B-Mass Grading: The overall subdivision project will have various equipment grading the lot pads including bull dozers, paddle wheel scrapers and blades. Erosion Control measures such as wattles, hydro-seeding and straw will be placed to stabilize the site once grading is completed. 12. Daylight Ditch: An approx.. 0.139 acre ditch will be excavated to drain water from the development to an adjacent property.
