General Plan Amendment to adjust the Urban Policy Area (UPA) line to include the 106.7 +/- acre parcel of the 182.3+ acre project site per LU-75. 3. Zoning Ordinance Amendment to adopt a 106.7 +/- acre parcel of the 182.3 +/- acre project site as a Special Planning Area (SPA) to govern property by establishing various permitted commercial and residential uses, site-specific development standards, and entitlement processes. 4. Community Plan Amendment of a 106.7 +/- acre parcel of the 182.3 +/- acre project site from Industrial Reserve with Surface Mining overlay zoning to SPA zoning. 5. Rezone of a 106.7 +/- acre parcel of the 182.3 +/- acre project site from Industrial Reserve [IR(SM)] with Surface Mining overlay zoning to SPA zoning. 6. Tentative Subdivision Map for five parcels totaling 182.3 +/- acres. 7. Affordable Housing Plan with construction of the standard affordable housing component on the project site.
