The proposed project consists of Coastal Development Permit, Design Review Permit, and Variance applications to construct three grade-separated pedestrian crossings under the North County Transit District (NCTD) railroad tracks. The proposed crossings would be underpasses near El Portal Street, Santa Fe Drive, and Montgomery Avenue.
