Document Description
A temporary emergency Hazardous Waste permit has been granted to Arens Environmental Services, Inc. (Arens), to transfer hazardous waste from a disabled tanker truck into another tanker. The permit allows 2770 gallons of used oil (90% petroleum and 10% water) and 320 gallons of used antifreeze (50% glycol and 50% water), to be transferred from one tanker truck to another. The tanker was found to need repairs to the rear axle at the Arens place of business in Benicia, California. The tanker cannot be driven or towed until the hazardous waste is offloaded. Arens does not hold a hazardous waste facility permit for this activity at the location where the transfer would take place. The permit is effective from February 8, 2008 to February 11, 2008.

Based on the authority granted to DTSC, pursuant to title 22, California Code of Regulations Section 66270.61, DTSC finds there to be imminent and substantial endangerment to human health and the environment. This permit is not transferable to any other party and may not be used in any other capacity by Arens. This permit may be revoked by DTSC at any time without process if it is determined that termination is appropriate to protect human health and the environment.
