Document Description
The purpose of this project is to repair an approximately 500 feet in length critically eroded section on the right bank of the San Joaquin River. This project will provide increased flood protection to the incorporated City of Stockton and adjacent residential areas. The proposed construction is designed to widen the existing levee crown and reface the critically eroded waterside slope. The earthworks portion of this project consists of placing a total about 1,700 cubic yards of levee embankment and rock slope protection material on the waterside of the Paradise Cut levee.

In late December 2005 and early January 2006 and again from mid-April through early May 2006, a series of unusually heavy and severe rainstorms struck Northern and Central California and caused flooding, mudslides, damaged roads and loss of human life. In response the Governor of California proclaimed six separate States of Emergency for conditions of extreme peril to safety of persons and property that extended to 39 counties. The Governor recognized San Joaquin County as subject to such conditions of peril under his January 13, 2006 and April 10, 2006 Emergency Proclamations. The Governor designated DWR to act on the State's behalf in expediting repair of flood damaged sites and be the lead agency for these declared emergencies. This project will maintain, repair, and restore federal flood control facilities damaged as a result of a disaster in a disaster stricken area, proclaimed by the Governor as an emergency pursuant to the California Emergency Services Act, commencing with Section 8550 of the Government Code. The RD 404 levees protect the City of Stockton and surrounding areas. If no repairs are made, condition of the levees will continue to deteriorate and eventually encroach upon and undercut the levee road becoming critical for the levee integrity by the next flood.
