Penterra Poe Property: Currently, the site consists of 15.3 acres (acreage measured to adjacent roadway centerline) of vacant land bisected by the West Branch of Refugio Creek, which flows within a localized canyon that traverses the site from south to north. Hill Town Property: These facilities consist of a petroleum tank farm with four large circular storage tanks, two smaller tanks, heaters and other industrial equipment and associated piping. Lower on the site are two other industrial infrastructure facilities. About 400 feet south of the tank area, near the center of the site, is a stormwater treatment facility used to pre-treat stormwater runoff from the fuel tank farm. Approximately 700 feet east of the stormwater facility is a cellular telephone tower and equipment facility. Despite the existing industrial facilities onsite, the Hill Town property remains as vacant hillside land.

In summary, the proposed project consists of: - Establishing a new Redevelopment Project Area, RDA-3, consisting of the Penterra Poe and Hill Town Sites; - Amending the General Plan Land Use Designations of the involved sites as follows: o Penterra Poe: General Commercial to Central Hercules Plan Regulating Code-Central Quarter o Hill Town: Industrial to Central Hercules Plan Regulating Code-Hill Town; and - Amending the Zoning Designations of the involved sites as follows: o Penterra Poe: General Commercial to Central Hercules Plan Regulating Code-Hill Town o Hill Town: Industrial to Central Hercules Plan Regulating Code-Central Quarter It should be noted that the proposed project does not involve entitling any specific development. Rather, the project consists of establishing the land use framework and potential redevelopment incentives for future development of the involved properties. Actual development of the involved properties will require further discretionary actions of the City of Hercules, which minimally include Design Review Approval and Planned Development Plan Approval.
