- The City of Richmond is in the process of preparing a comprehensive update of its General Plan and Zoning Code. California law requires all local jurisdictions to maintain a current general plan, which serves as a blueprint to guide the City's long-term growth and to direct the degree and character of development and improvements throughout the city. In addition, the general plan provides a charter for future city services and facilities. These principles are set forth in a series of goals, policies and implementation actions that build on the community's assets, while constructively addressing its challenges and opportunities. The goals, policies, and implementation actions provide a prioritized, progressive and practical set of policy measures, which are addressed in separate sections or "elements" of the General Plan.
