The proposed project includes two components: 1) a comprehensive update of the Shandon Community Plan, and 2) a specific development project within the Community Plan Area proposed by Fallingstar Homes, known as the San Juan Village (Fallingstar Phase I) Project. The two project components are being analyzed concurrently; therefore, the project reviewed by this EIR includes both the Community Plan Update and San Juan Village (Fallingstar Phase I) components. The EIR will evaluate the proposed Shandon Community Plan Update at a conceptual level of detail and will serve as a Program EIR pursuant to Section 15168 of the State CEQA Guidelines. For the San Juan Village (Fallingstar Phase I) Project, the EIR will serve as a Project EIR pursuant to Section 15161 of the State CEQA Guidelines, and will evaluate specific development characteristics.
