The approved Rimrock Ranch Specific Plan (RRSP) is the phased development of 573.31 acres constituting the major portion of Section 13 of Township 9 North, Range 2 West in the City of Barstow under a Specific Plan. The proposed development is to be completed in phases. The project, as modified by the subject 2006 amendment, includes the construction of a total of up to 1,800 dwelling units in several neighborhoods of differing densities, representing an increase of 330 dwelling units above the currently approved RRSP.
