a) Amend the Land Use, Open Space, and Conservation Element of the Kern County General Plan from Map Codes 5.6 (Residential-Minimum 2.5 Gross Acres/Unit) and 5.6/2.5 (Residential-Minimum 2.5 Gross Acres/Unit - Flood Hazard) to Map Codes 5.4 (Residential-Maximum 4 Units/Net Acre) and 5.4/2.5 (Residential-Maximum 4 Units/Net Acre - Flood Hazard), or a more restrictive designation; and, b) A change in zone classification from E(20) (Estate-20 acres) to E(1/4) (Estate-1/4 acre), or a more restrictive district, to facilitate the subdivision of 40.63 acres into 110 to 125 single-family residential lots.
