Document Description
The existing terraced hillside between DWR's Administration Building and the Banks Pumping Plant is sloughing, and the hillside movement threatens the pumping plant and access road. Efforts to shore up the slope with walls, etc., have not worked. DWR intends to excavate 75,000 yards of material from the slope to reduce the slope angle. Drains will be added to reduce soil saturation on the slope. Excavated material will be trucked to Sherman Island for levee/habitat restoration (Negative Declaration, SCH# 2007042069) OR spoiled on DWR's Intake Channel property if moving the material to Sherman Island is infeasible. The excavation site and on-site spoil area are each approximately 5 acres in size.

Reasons for Exemption
Project is the repair of the pumping plant's matrix, with no expansion of the facility. Project site habitat is disturbed and ruderal grassland. No wetlands will be affected. Excavation site is steep-sloped and between plant facilities, so access by animals is limited; few squirrel-size burrows are there. The proposed spoil site (Sherman Island) is covered under an existing Negative Declaration. The alternate spoil site is a feed lot in which the soils have been compacted, resulting in no burrows for sensitive species. The sites will be seeded after excavation, and no net loss of habitat is expected. DWR will complete pre-project surveys for sensitive species and implement standardized protections and avoidance measures.
