The District would modify the exemptions in Rule 2020 so that facilities subject to the proposed amendments to Rule 4624 (Organic Liquid Loading) need to obtain a permit-to-operate. The amendments to the gasoline transfer and organic liquid loading rules provide requirements that control emissions of volatile organic compounds resulting from the storage and transfer of gasoline and from the loading of organic liquids other than gasoline.
The project is an amendment to existing District Rules 2020, 4621, 4622, and 4624. The SJVUAPCD investigated the possible environmental impacts of the proposed project and determined that said project would have no possible significant adverse effect on the environment and is necessary to reduce emissions of criteria pollutants and/or ozone precursors.
