Document Description
The Master Plan Initial Study/Mitigated Negative Declaration for this project was funded by the Clean Water State Revolving Fund (CSWRF) Program in 2008 (CWSRF #: C-06-5179-110). The IS/MND was for a significant upgrade to the waste water treatment plant (WWTP) facility, to meet the Waste Discharge Requirements (Order No. R5-2009-007) adopted by the Central Valley Regional Water Quality Control Board in 2009. The upgrade included adding a nitrifying activated sludge process, tertiary filtration, modified the chlorine disinfection system, and installed a belt filter for dewatering of sludge. In 2014, the District prepared a Supplemental IS/MND to improve the existing anaerobic digester to treat primary sludge, and construct a new aerobic digester to treat the waste activated sludge (WAS). In 2016, the District prepared a Revised IS/MND to include replacing the headworks, upgrading the irrigation pump station, improvements to Ponds B, C, and D, and aeration improvements.
