Document Description
CDFG is executing a Lake and Streambed Alteration Agreement (SAA# 1600-2009-0015-R6) pursuant to Section 1602 of the Fish and Game Code to the project Applicant, the Inland Valley Development Agency, represented by Mr. Mike Burrows, 294 South Leland Norton Way #1, City of San Bernardino, State of California, 92408, Phone (909) 382-4100. The proposed project consists of removing the existing abandoned railroad bridge across the Santa Ana River, partial acquisition of selected properties within the right-of-way, expansion of Mountain View Avenue north of the Interstate 10 to the proposed bridge removal/new bridge construction in order to connect Mountain View Avenue with Central Avenue north of the Santa Ana River. This project includes installation of drainage collection facilities and support drainage facilities, which will be constructed within the road right-of-way. The City of San Bernardino's 16-inch water line on the bridge could be installed at any time after completion of the bridge and would involve placing the new pipeline below the bridge roadway in the continuous utility vault area. Installation of the Santa Ana River bridge footings and the San Bernardino Valley Municipal Water District's pipeline in the Santa Ana River may require dewatering of the project area, which would be accomplished by installing and operating wells upstream of the bridge and laying temporary pipes to convey the water from the wells to the paved alignment of Central Avenue, which is currently under construction, from where the discharged well water will be allowed to enter the area-wide drainage system into the Santa Ana River. Dewatering of the project area would only be implemented if it is determined necessary to install the bridge footings and/or the San Bernardino Valley Municipal Water District's 78-inch pipeline. Approximately 6.81 acres of the Santa Ana River will be impacted due to this project . The project will temporarily impact 6.42 acres of jurisdictional areas, which consists of riparian-associated Riversidian alluvial fan sage scrub, and the project will permanently impact 0.39 acres of jurisdictional areas, which consists of both riparian-associated Riversidian alluvial fan sage and southwestern cottonwood-willow riparian forest.
