The proposed project is a 325,502 square foot regional shopping center on a 29.6 gross acre site adjacent to SR-125 in the East Otay Mesa Specific Plan. The primary access into the proposed shopping center would be from Harvest Road, with limited access from Otay Mesa Road. The shopping center would be composed of a Target anchor store, three other major tenants, one sub-major tenant, three restaurant pads, and a series of smaller shops. The site would be divided into three parcels. Proposed grading is 157,000 cubic yards of balanced cut and fill.
