Only July 6, 2010, by its Ordinance No. 452, the City Council of the City of Gustine (the "City Council") adopted the Redevelopment Plan (the "Plan") for the Gustine Redevelopment Project (the "Project" or "Projected Area", depending on context), which encimpasses approximately 889 acres, as a means to better attain the Redevelopment Agency of the City of Gustine's (the "Lead Agency") long-term goal to improve or alleviate the economic and physical conditions of blight within the Project Area.
