Construction of a new 3.5-acre, 69x33-12 kV electrical distribution substation and an associated 1.5-acre stormwater facility; reconstruction of the existing 3.2-mile 33-kV overhead line from SCE Banning Substation (located on Lincoln Street near Hargrave Street) west along Lincoln Street to Midway Substation (located on Ramsey Street near Highland Home Road); and the construction of an approximately 2.0-mile new underground 69-kV section north along Ramsey Street, Omar Street, Wilson Street, and Mountain Avenue to the existing Southern California Edison (SCE) transmission easement, and then west to the proposed Sunset Substation.
