Document Description
The Department of Toxic Substances Control (DTSC) has granted an emergency permit to Sierra Army Depot (SIAD) to treat Munitions and Explosives of Concern (MEC) waste munitions by open detonation in place; otherwise know as "blow-in-place" (BIP) treatment. This permit is pursuant to title 22, Cal. Code Regs., section 66270.61. The emergency treatment request received for this permit is a result of SIAD's discovery of MEC waste munitions during a site investigation conducted on November 14, 2007 in the Upper Burning Grounds (UBG).

DTSC found that a potential for an imminent and substantial endangerment to human health and the environment existed as a result of unstable MEC waste munititons discovered in the UBG area. This one time emergency permit was necessary to prevent such an emergency from threatening human life.
