Reasons for Exemption
1. The remedial action will be performed for less than one million dollar regulatory limit. 2. The landfill was capped in 2000 and maintaining the integrity of the cap is part of the final remedy. 3. The cap prevents wind and water erosion, keeping landfill soils in place, thus preventing landfill soil from creating an exposure pathway to humans and ecological receptors. 4. Due to the low precipitation levels, approximately 1-3 inches per year, no contact is anticipated between surface water ponding in the adjacent ditch and GW. The Navy ceased all irrigation of the adjacent fields to Site 1 which resulted in a distance of separation between the bottom of the landfill waste and the water table of approximately 8 to 12 feet. 5. A network of monitoring wells has been installed in and around the landfill and results are documented in the monitoring reports. 6. GW within the vicinity of NAFEC has been designated by the RWQCB, Region 7 as non-beneficial, having poor water quality and high concentrations of total dissolved solids (TDS) in the range of 2500-3000. 7. On-going sampling and monitoring of the landfill soil show that the organic contaminants at Site 1 are naturally degrading over time and organic concentrations in GW have been declining in the landfill to the extent that they are approaching non-detect levels. 8. Landfill gas monitoring has been on-going since placement of the cap and results show that landfill gases, especially methane are not being generated. 9. The land use within NAFEC is classified as military operating area for both future and current use. The remedial action does not involve, address, nor result in alteration of the present planned use.
