Document Description
The amendments to Rule 4651 will establish more stringent VOC reduction practices and controls for soil decontamination activities. Operators will be required to control VOC emissions during excavation, handling, transportation, decontamination, and disposal operations of contaminated soil located wtihin the boundaries of the San Joaquin Valley Air Pollution Control District.
