Document Description
The District's Board of Directors adopted the Mitigated Negative Declaration (2008 MND) and approved the Vargas Plateau Regional Park Land Use Plan on April 1, 2008 to open then, 1,030-acre land banked property in the Fremont hills. The 2008 MND evaluated the impacts of implementing the Land Use Plan for Vargas Plateau Regional Park, which includes the development of staging areas, trails, facility development, campgrounds, infrastructure improvements, resource management, and restoration activities. The 2008 MND did not identify any potentially significant environmental impacts associated with the construction, operation, use, or maintenance of these project elements that cannot be mitigated to a less-than-significant level. A Mitigation Monitoring and Reporting Program was adopted as part of the 2008 MND and includes mitigation measures associated with the protection of listed species and their habitats. The District filed a Notice of Determination for the 2008 MND on April 2008. In preparation of developing the Phase l project for implementation, District staff became aware of new information relative to protected species that required updating the 2008 MND. The Addendum has been prepared in order to identify and analyze minor changes that result from new information relating to the 2008 MND: (1) the listing of California tiger salamander (Ambystoma calfiorniense) as a State Threatened species in 2010; 2) the potential for callpipe silverspot butterfly (Speyeria callpipe callippe) in the project area; and 3) the adoption of Avoidance and Mitigation Measures included in the 2010 East Alameda County Conservation Strategy (EACCS), and the Minimization Measures included in the 2012 EACCS Biological Opinion for these species.
