Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Health and Safety Code Chapter 6.5 and California Code of Regulations, Title 22, Division 4.5, Chapter 20, proposes to approve a Class 1* Permit Modification (Modification) for the Hazardous Waste Facility Permit. The purpose of the permit modification is to address changes including a financial assurance reduction to Shell Martinez Refinery because it is no longer liable since the new owner Martinez Refining Company LLC provided a new financial assurance mechanism. The Shell Martinez Refinery is located on an 881-acre site which partially lies in the City of Martinez and in an unincorporated area of Contra Costa County. The refinery is located on a broad plain in the north central portion of the Contra Costa County. To the north is the open water of the Suisun Bay and the Carquinez Strait. The land uses surrounding the refinery are urban and industrial, separated by areas of open space, wetlands, and shoreline. The facility is a Biotreater unit, activated sludge wastewater treatment pond, which treats all refinery process wastewater and some storm water run off. The Biotreater is a 1.4-acre unlined surface impoundment with a capacity of 3.8 million gallons. The San Francisco Bay Regional Water Quality Control Board requires the operation of a groundwater extraction system and groundwater monitoring under Order (No. 95-234). The Biotreater has been in delayed closure since August 2003 and now only receives non-hazardous wastewater.
