This project document is Addendum #2 to the 2016 Initial Study/Mitigated Negative Declaration for the South Shafter Sewer Trunk Line Sewer & Lift Station Project. The Kern County Public Works Department (County), serving as the Lead Agency under the California Environmental Quality Act of 1970 (CEQA), certified the South Shafter Sewer Trunk Line Sewer & Lift Station Project Mitigated Negative Declaration (MND) on November 8. 2016, and its Addendum No. 1 on October 22, 2019, which evaluated the potential environmental effects of the construction of wastewater collection system improvements in the South Shafter area, including sewer, trunk lines, and lift stations, described below and in these documents incorporated by reference and provided in the Appendix. The focus of this Addendum No. 2 is to clarify and correct a technical error described in Addendum No. 1, which stated that there was to be a reduction in the linear feet (LF) of the proposed sewer line from approximately 34,500 LF to 16,500 LF. The proposed amendment analyzed in this Addendum No. 2 includes a minor sewer line length clarification to appropriately reflect the final design plans for the project. The proposed Project corrections evaluated under this Addendum would not cause any new significant impacts not originally analyzed or identified in the previously adopted IS/MND or Addendum No. 1. The project limits and alignment footprint will remain the same as originally analyzed in the adopted IS/MND (See Figure 1 and Appendix for further details). However, the scope of this Addendum No. 2 is to clarify the linear footage (LF) of the Project to reflect the final design plans that are now completed, which includes approximately 38,000 LF and 5,700 LF of gravity sewer and force main sewer, respectively. There would be no new impacts that were not previously analyzed in the prior two documents: the IS/MND (2016) and Addendum No. 1 (2019) (SCH#2007101148). The County has determined that this is not a substantial change to the Project which would require major revisions of the previous IS/MND. Pursuant to CEQA Section 15164, a lead agency may prepare an addendum to a previously approved MND if only minor technical changes or additions are necessary and none of the conditions described in CEQA guidelines Section 15162 have occurred. No further review of this project’s environmental effects is necessary pursuant to Section 15162 of the State CEQA Guidelines.
