According to state CEQA Guidelines, Surplus Property Sale "consists of sales of surplus government property except for parcels of land located in an area of statewide, regional, or area wide concern." The proposed project site, is not designated as an area of concern. Furthermore, the site is not a hazardous materials site on a list compiled pursuant to Government Code Section 65962.5.
