Document Description
The City of Vista certified a Supplemental Program EIR for the City's Comprehensive Sewer Master Plan in October 2017. The City's SPEIR included consideration of the proposed upgrade, realignment, and rehabilitation the City's existing access road for its Vista-Carlsbad Interceptor Reach 1 (VC1) through the Buena Vista Reserve, managed by the California Department of Fish and Wildlife. Following additional engineering design, the City is proposing to reconstruct and realign the approximately 4,000 feet long access road to improve access to the VC1 trunk sewer to comply with its Sanitary Sewer Management Plan. The improved access road will be approximately 15 feet wide and include five drainage crossings to provide reliable, long-term, and all-weather access to the existing VC1 sewer trunk line and manholes for maintenance.
