Construction and operation of an 11.7-mile gravity-fed, potable water transmission pipeline and related facilities (connections, flow control facility, turnout, pump station, and two regulating reservoirs) to meet increasing demand in the YMWD service area and to provide water to the San Luis Rey Indian Water Authority (5 Indian tribal members - Pala, Pauma/Yuima, Rincon, La Jolla, and San Pasqual).
