The Mello Act (Government Code section 65590, et seq.) mandates that each local government whose jurisdiction is situated, in whole or in part, within the Coastal Zone, has the responsibility to require the replacement of housing units occupied by persons or families of low or moderate income when it approves the conversion or demolition of those units, and to require the provision of housing units for persons or families of low or moderate income, where feasible, when it approves new housing developments in the Coastal Zone. The County of Los Angeles is the owner of all real property in the unincorporated territory of Marina Del Ray, which includes a small craft harbor and adjacent lands, all within the Coastal Zone. The County also leases landside and waterside parcels in Marina Del Ray for development. The County is the primary land use regulatory authority for Marina Del Ray through the Marina Del Ray Local Coastal Program (LCP) including the Marina Del Ray Specific Plan. The LCP, through the Specific plan, establishes land use policy, development standards, and guidelines, which are the principal regulatory basis for future development, preservation, and reconstruction efforts in Marina Del Ray.
