Document Description
The project is to address damage to the wastewater treatment plant as a result of a flood. In addition, the project will address advance treatment of the effluent to tertiary standards. The wastewater treatment plant suffered significant damages to its structures and office due to the floods that occurred on New Year's Eve 2005 and New Year's Day 2006 in a relatively dry winter.

Improvements to the wastewater treatment plant are exempt from CEQA insofar as they will not induce growth, impact sensitive habitat, and involve minor alterations to existing structures, minor alterations to land, and involve placement or construction of minor accessory structures. In addition, minor pipeline work of less than one mile is involved.
Flood repairs and short-term flood prevention activities are exempt from CEQA insofar as they will not induce growth, impact sensitive habitat, and serve to remediate and mitigate emergencies.
