The facility is an existing rail facility. Clean harbors is purchasing an existing hazardous waste facility from Romic Environmental Technologies Corp. The ownership transfer is Class 1 permit modification, however, it does not change the facility operation, thus it can be seen with certainty that there is not possibility that the activity may have a significant effect on the environment, the activity is not subject to CEQA.
