Document Description
The Project proposes to amend Chapters 3 and 7 of the Sacramento County Zoning Code (SZC) to come into compliance with State law by allowing transitional housing and supportive housing as residential uses and restricting them only how other residential dwellings of the same type are restricted, pursuant to California (CA) GOV. SEC. 65583 subdivision (c)(3). Additionally, the SZC will be amended to allow supportive housing as a use by-right in zones where multifamily and mixed uses are permitted, subject to specific affordability requirements as defined in CA GOV SEC. 65651. CA GOV SEC. 65582(g) defines “supportive housing” as housing with no limit on length of stay, that is occupied by the target population, and that is linked to an onsite or offsite service that assists the supportive housing resident in retaining the housing, improving his or her health status, and maximizing his or her ability to live and, when possible, work in the community. Supportive services include, but are not limited to, a combination of subsidized, permanent housing, intensive case management, medical and mental health care, substance abuse treatment, employment services, and benefits advocacy. The Project will also revise and, where necessary, re-categorize the definitions of existing supportive and group living uses to allow for improved categorization of facilities within the unincorporated County. These changes require primarily new and amended definitions in SZC Chapter 7. Lastly, more comprehensive use and operational standards for the Farmworker Housing use category and a definition for “farmworker” are proposed.
