Document Description
The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The Applicant has applied for financial assistance from the State Water Board’s Drinking Water State Revolving Fund (SRF) Program for the Project referred to internally as Sunol Valley Water Treatment Plant Ozonation Facility and Other Site Improvements Project. The Project includes the construction of a new ozonation facility on a 2.7-acre site at the Sunol Valley Water Treatment Plant (SVWTP) to reduce the concentration of taste-and-odor causing compounds in the plant’s raw water; provide additional primary disinfection with ozone; provide additional control of chlorinated disinfection byproducts; improve treatment reliability and provide oxidation of emerging contaminants, and color removal. The new ozonation facilities include: 1) a liquid oxygen and nitrogen facility including three vaporizers, three 15,000-gallon horizontal storage tanks, and one 1,500-gallon storage tank on an approximately 4,000-square-foot concrete foundation, 2) an approximately 9,000-square-foot ozone generation building, 3) an approximately 18,000-square-foot ozone contractor structure, 4) a raw water manifold on an approximately 10,000-sqaure-foot concrete slab, and 5) an approximately 1,500-sqaure-foot calcium thiosulfate facility including a 5,400-gallon storage tank. Site improvements associated with the ozonation facilities include a new paved access road; five new parking spaces; new yard piping; new sodium hypochlorite and aqua ammonia metering pumps; replacement of three existing washwater recovery pumps with larger-horsepower pumps; replacement and relocation of an 80-foot-high radio tower with a 120-foot radio tower; one 21-kilovolt transformer; replacement of sanitary holding tank, manholes, and piping; installation of stormwater catch basins, manholes, and piping; utility relocations and installation of landscaping and sidewalks; installation of a new emergency backup generator; and a bioswale. The Project also includes electrical equipment upgrades at facilities that deliver power to the SVWTP to ensure that the operation of the ozonation facility does not cause overloads on the Calaveras Substation main transformer.
