Reasons for Exemption
After reviewing the project and its setting, the Environmental Coordinator for the County of Tuolumne has determined that the project is categorically exempt from review under the CEQA, pursuant to Section 15061(b)(3) of the State CEQA Guidelines because it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment. The project entails modifying sections of the Tuolumne County Ordinance Code related to the membership of the Twain Harte Design Review/Planning Advisory Committee and establishing provisions for vacating events for all of the design review committees and the Historic Preservation Review Commission. These modifications constitute administrative changes in the County Ordinance Code and do not entail any physical changes to the environment. As such, there is no possibility that they will have an adverse effect on the environment; consequently, the proposed project is not subject to environmental review under CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines.
