Document Description
The proposed project involves commercial hydraulic sand mining operations for the next 10 years in central San Francisco Bay, the Middle Ground Island Shoal, and Suisun Channel of Suisun Bay. This operation provides local marine aggregate for use in highway maintenance and construction, new residential complexes, and commercial and public buildings within the greater San Francisco Bay Area. Project activities include hydraulic sand mining and san offloading. CDFW issued the existing CESA ITP in order to address and authorize, as fully mitigated, the incidental take and related impacts to Central Valley spring-run Chinook salmon (Oncorhynchus tshawytscha), Sacramento River winter-run Chinook salmon (O. tshawytscha), Delta smelt (Hypomesus transpacificus), and longfin smelt (Spirinchus thaleichthys) and their habitat. Major Amendment No. 1, as approved, modifies the previously issued CESA ITP, by allowing sand mining upstream of the X2 location in the Middle Ground Shoal and Suisun Bay lease areas from December 1 through June 30. Major Amendment No. 1 restricts the volumes of sand depth of sand that can be mined upstream of the X2 locations during that time period and requires the purchase of additional Covered Species credits. In approving Major Amendment No. 1, CDFW determined, among other things, that with the sand volume restrictions, depth restrictions, and additional credit purchase, there would be no substantial increase in the nature or scope of the previous authorization provided by the CESA ITP, and that no new significant or substantially more severe environmental impacts than previously considered and disclosed would occur.
