Document Description
The project is an Interim Measure (IM) for the excavation of metals and chlorinated solvent contaminated soil that resulted from past plating operations at the facility. Based on the sampling reports, the contaminant levels in the soils contain ranges up to 155 ppm total lead, 16.4 ppm hexavalent chromium, 20 ppm arsenic, and 180 ppm tetrachloroethene. The proposed excavation will be to a depth of 4.5 feet in most areas except an area in the southwest corner of the property where the depth will be up to 7.5 feet. The target Interim cleanup levels for the metal contaminated soil is 50 ppm total lead, 13 ppm arsenic, 12 ppm hexavalent chromium, and 1.3 ppm tetrachloroethene based on Preliminary Endangerment Assessment risk/hazard calculation for soil. Confirmation soil matrix sampling will be conducted after excavation to ensure that the cleanup levels have been achieved. The confirmation sampling data along with the soil and soil vapor sampling data collected during the excavation will be used to perform a health risk assessment for the site.

Reasons for Exemption
1. The project is a small short term removal action to eliminate the threat of release of hazardous substances by excavation and offsite disposal of the contaminated soils and thereby reduce potential risk to future site occupants at the site and will cost less than $1 million.
2. The Site is not on a Hazardous Waste and Substances Sites List, pursuant to Government Code section 65962.5.
3. The Site is not in a known biological or cultural resource area.
4. The Interim Measure removal activities will not cause a significant effect on the environment.
5. There are no sensitive receptors within the 1/2 mile radius of the Facility.
6. Removed concrete and excavated soil will be loaded directly into semi trailer trucks using a back hoe. The trucks will be covered with protective tarp covering prior to leaving the site to the disposal facility. Dry soil on paved road from the sites' gate to the main road coming off of the trucks' tires will be swept and collected for disposal. A fine-water-spray will be applied to the excavation and truck loading areas to prevent dry dust. Prevailing wind direction will be established at the start of each working day on a continuous basis. In the event the wind exceeds 12 mph, all work will cease.
7. Thermo electron dust monitoring device pDR1000 will also be used for proper dust monitoring.
8. Should unexpected rainfall occur all activity will stop and berms (earthen sandbags or man-made absorbent booms) will be used to contain any storm water runoff.
9. Work activities will be conducted on weekdays between the hours of 7 am to 5 pm.
10. Activities will be conducted pursuant to the means and methods described in the Interim Measure (IM) Workplan and consistent with the Health and Safety Plan provided in the IM Workplan. The IM Workplan includes a site Health and Safety Plan that incorporates DTSC, OSHA, Cal OSHA, and Federal health and safety regulation requirements. The workers training will be in compliance with all applicable federal, state and local regulations, and will be properly equipped for the material to be handled.
