Document Description
Between and including June 25 and September 28, 2007, the San Diego Sheriff's Department Bomb/Arson Unit plans to destroy approximately 35-40 cases of illegal fireworks by Open Burn/Open Detonation. The subject fireworks were those confiscated by the U.S. Custom's Service at point-of-entry San Ysidro in June and July 2007 and taken to the Sheriff's Department Bomb Disposal Range in eastern San Diego County until this disposal event. In addition, the Bomb/Arson Unit will destroy other fireworks seized in San Diego County during the effective period of the emergency permit.

Reasons for Exemption
1. DTSC determined that, for public safety reasons and to minimize exposure of the public to the illegal fireworks, it is necessary to destroy the illegal fireworks within a short time frame rather than allowing them to be stored indefinitely. DTSC also determined that, for public safety reasons and to minimize exposure of the public to the illegal fireworks, although the fireworks are transportable on public roads, the fireworks should not be transported on public roads unless necessary. The fireworks items from U.S. Customs are already being held in secure units at the Sheriff's Department range, so no further transportation will be needed prior to the treatment. DTSC has found that an imminent and substantial endangerment to human health or the environment could exist if the fireworks are not destroyed in a manner that minimized exposure of the public.
2. The project maintains control in order to ensure that project impacts will be insignificant.
3. Groundwater samples taken by the San Diego Department of Environmental Health following similar 2003 and 2004 treatment events showed no detectible levels of heavy metals, dioxins, furans, or perchlorates, despite a 23-year history of use of this bomb disposal range.
