Reasons for Exemption
1. The project is a minor cleanup action to be taken to prevent, minimize, stabilize, or eliminate the release or threat of release of a hazardous waste or hazardous substance. The estimated cost is $890,000 which falls below the cost criteria of $1 million identified in California Code of Regulations, title 14, section 15330. The estimated cost includes costs for preparation, approval and implementation of the RAW, excavation and offsite disposal of COC contaminated soils, and DTSC oversight. 2. The site is not on the Hazardous Waste and Substances Sites list, compiled pursuant to Government Code section 65962.5 and is not in a sensitive area of biological or cultural resource significance. 3. The RAW includes an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Quality Assurance Project Plan, Transportation Plan, and Air Monitoring and Dust Control Plan. This removal action will not have a significant effect on the environment because of the relatively small volume (approximately 1,544 cubic yards), low level of work activity (minor excavation and disposal), short project duration (approximately 30 working days), and control measures associated with excavation and off-site disposal of the contaminated soils at the site.
