Document Description
North Coast Rail Authority (NCRA) shall engage in maintenance and repair activities from Milepost 1.0 to Milepost 62.9 (Russian River Division - Lombard to Windsor) to bring the rail line into conformance with FRA Class 2/3 standards, to address safety issues identified by local jurisdictions and to comply with the intent of an Environmental Consent Decree. The identified maintenance and repair activities will be within the existing NCRA right-of-way, will not involve any expansion of existing use and will not change the purpose or capacity of the structures being repaired. This Categorical Exemption is supported by a detailed description of work and justification supporting the determination of categorical exemption at each milepost.
