Document Description
On May 30, 2007, DTSC received a request from the CDFFP Arson/Bomb Unit for an emergency permit for the destruction of seized fireworks. The treatment and destruction of the seized fireworks will take place on the facility of, and with the cooperation of, and technical assistance of, the San Bernardino County Sheriff's Department of Bomb Squad and other local emergency response agencies. From June 4, 2007 to September 2, 2007, the CDFFP's Arson/Bomb Unit is authorized to destroy the current inventory of approximately 60,000 pounds of illegal fireworks by burning the items in two contained treatment units. The CDFFP's Arson/Bomb Unit is also authorized to destroy additional illegal fireworks seized during the effective period of this emergency permit.

Reasons for Exemption
1. DTSC determined that, for public safety reasons and to minimize exposure of the public to the illegal fireworks, it is necessary to destry the illegal fireworks within a short time frame rather than allowing them to be stored indefinitely. 2. DTSC also determined that it is in the best interest of public health and safety to facilitate burning of the seized fireworks. The months leading up to and immediately following the Fourth of July are the months of the greatest number of and volume of fireworks seized by the CDFFP and local emergency response agencies. If the current inventory is not disposed of promptly, the CDFFP and local agencies will have difficulty keeping up with the demands for storage space and for both the treatment unit space and available staff time to properly manage the large volume of illegal fireworks that will be seized. 3. The project implemented control measures in order to ensure that project impacts will be insiginificant.
