The Downtown Specific Plan includes land use designations, policies, and implementation strategies to reinvigorate and revitalize Tracy's central commercial district. Once adopted, the Specific Plan would guide all new development in the Specific Plan area. New development projects would be required to follow the policies, programs, and guidelines set forth in the Specific Plan. Existing developments would not be directly affected unless the occupants or owners choose to expand or change their structures, grounds, or uses.
