NOTE: Addendum - 15 day review per lead The September 2010 Addendum No. 2 was prepared to analyze changes to Alternative 1 in the Rio Dell Wastewater Reuse Project Final EIR (2008 Certified EIR), which was certified by the City of Rio Dell (City) in May 2008. At that time the City also adopted Alternative 5. The City would at this time prefer moving forward with Alternative 1, which consists of wastewater treatment facility (WWTF) and reuse system Options WWTF1 and REUSE1A. Option WWTF1 is to build a new WWTF in Rio Dell at the existing WWTF site (Rio Dell Corp Yard). Option REUSE1A consists of irrigation of selected Mozzetti agricultural land just north of Rio Dell in Metropolitan and 12,000 to 15,000 feet of transmission pipeline from the WWTF to the irrigation site. Refer to Appendix A of Addendum No. 2 for Figures including a depiction of the Rio Dell Wastewater Reuse Project Addendum No. 2 (Figure 1), Transmission Pipeline (Figure 2), and Potential Irrigation System Layout (Figure 3). The 2008 Certified EIR evaluated various alternatives to make improvements to the operation of the City's wastewater treatment and biosolids disposal systems through repairs and/or replacement of existing facilities and systems and to modify effluent disposal to meet the requirements of Cease and Desist Order No. R1-2005-0034. Circumstances that might require a subsequent or supplemental EIR have not occurred; therefore, an Addendum provides the appropriate level of CEQA analysis and the appropriate method of amending the 2008 Certified EIR, pursuant to Sections §15162 and §15164 of the Guidelines implementing CEQA. A summary of the proposed changes to Alternative 1 from the 2008 Certified EIR, which are evaluated in the September 2010 Addendum No. 2, are presented below. " Reuse System Changes " Change irrigation from Type I to Type II under reuse option REUSE1A o This is a change from Type I irrigation of 113 acres of Metropolitan agricultural lands at agronomic rates, which was evaluated in the 2008 Certified EIR, to Type II flood irrigation of 10 acres of selected Mozzetti agricultural lands in Metropolitan to the west of Highway 101 (Lower Mozzetti) as evaluated in September 2010 Addendum No. 2; o The change from Type I to Type II irrigation results in no need for a treated effluent storage pond to equalize flows; and o A "Less than Significant Impact" determination in regard to potential impacts to beneficial uses of the groundwater resource due to Type II irrigation is supported by the July 2010 Groundwater Anti Degradation Analysis (included as Appendix B of Addendum No. 2) approved by the North Coast Regional Water Quality Control Board (Regional Board) August 10, 2010 (approval letter included as Appendix C of Addendum No. 2). " Addition of an alternate transmission pipeline: Transmission Pipeline Route 2 o The City is currently considering two potential pipeline routes, both of which are shown on Figure 2 included in Appendix A of Addendum No. 2. Route 1 (evaluated in the 2008 Certified EIR) and Route 2 mostly overlap, and the only two differing portions of Route 2 can be seen in Figure 2 of Addendum No. 2. The differing portions of Route 2 generally occur within the Caltrans right-of-ways.
