The project site is currently vacant, and is within the City's MU (Multiple Use) Zone and designated as BP-SP (Business Park with a Specific Plan Overlay) in the City's General Plan. The MU Zone Residential Planned Development (RPD), Commercial Planned Development (CPD) and Business Park (BP) uses. However, development in the MU Zone is contingent upon the approval of a Specific Plan that designates specific land uses for the subject parcels. The City's General Plan explains the intent of the BP designation is to "encourage an attractive environment for office and industrial uses (including high technology and research and development firms) in which building design, lot size and internal circulation are regulated." The SP Overlay onsite requires the use of a Specific Plan for development, similar to that required by the MU zoning designation. In accordance with both the site's Zoning and General Plan designations, the Westlake North Specific Plan was adopted for the project site, and surrounding area. Currently, as shown in Chapter 9.24 of the City's Municipal Code, the project site is designed for mid-rise business park use, allowing offices and accessory commercial uses, professional services, and restaurants.
Document Description
The proposed project consists of developing the 19.33-acre parcel with a mixed-use office park facility. In total, the project comprises 435,000 square feet (sq. ft.) of new building space, with two office buildings comprising 361,000 sq. ft., three restaurant buildings compising 21,000 sq. ft., and a 53,000-sq. ft. structure consisting of a 45,000-sq. ft. fitness center and 8,000 sq. ft. of retail space. The project also includes an at grade plus 3-level parking structure containing 753 parking stalls, which in combination with onsite surface parking would give the project 1,682 total parking spaces. The maximum building height for all proposed structures is 61'- 0'', as regulated by the Westlake North Specific Plan.
