Restoration of, or improvements to dairy waste management systems to ensure proper function in compliance with the General Order will involve minor alterations of existing private facilities. Because the General Order imposes significant new and more stringent requirements compared to previous waste discharge requirements or waivers of waste discharge requirements that have applied in the past to these existing facilities, existing milk cow dairies will reduce their impacts to surface water and groundwater upon compliance with the General Order.
The General Order will require covered dairies to replace or reconstruct waste management systems to ensure proper function in compliance with the General Order. The General Order will require covered dairies to make improvements to their waste management systems that will result in minor alterations to land, water, and/or vegetation.
